I’m Charlotte Jolie, founder and Executive Director of Halo Hearts, a 501(c)(3) nonprofit organized and operated exclusively for charitable and educational purposes.

My journey is unconventional — shaped by lived experience, professional service, and a commitment to community impact. Before founding Halo Hearts, I worked as a case manager and employment specialist, helping individuals navigate barriers related to employment, housing, and long-term stability. I also serve the underserved community through my church-based food distribution program, connecting individuals and families with essential resources.

Halo Hearts was created to address systemic gaps faced by justice-impacted and underserved individuals. We provide employment readiness support, life skills development, mentorship, resource navigation, and community outreach — all grounded in dignity, accountability, and practical support designed to promote self-sufficiency and long-term success.

While my work is informed by personal values, Halo Hearts provides services without regard to religious affiliation and is committed to inclusive, community-focused programming that serves the public good.

As Halo Hearts grows, we welcome partnerships with nonprofit organizations, service providers, businesses, and community stakeholders who share a commitment to collaborative solutions and measurable outcomes. Together, we aim to expand access to resources, reduce barriers, and strengthen pathways toward stability and reintegration.

About Halo Hearts Community Outreach
Halo Hearts Community Outreach was founded on lived experience, accountability, and sustained personal transformation.
As a teenager, I experienced homelessness and navigated young adulthood without consistent guidance, stability, or emotional support. Survival required resilience, but it did not provide healthy tools for processing fear, trauma, or frustration. Without mentorship or structured support systems, I internalized anger and responded to life from a place of survival rather than emotional regulation.
That season of my life led to choices I deeply regret. Rather than allowing those decisions to define my future, I chose accountability, growth, and long-term change.
Through structured anger management education, personal development, and consistent self-reflection, I began rebuilding my life with intention. For more than a decade, I have demonstrated sustained personal stability, professional discipline, and community responsibility.
I became a Certified Life and Relationship Coach, equipping myself with evidence-based tools to help others develop emotional regulation, decision-making skills, and healthy relationship patterns.
Education became a cornerstone of my transformation. I earned two master’s degrees and built a 10-year corporate career with one of the largest companies in the world. In that environment, I developed leadership, operational management, compliance awareness, and strategic planning skills that now support the integrity and structure of Halo Hearts Community Outreach.
I am also an ordained minister, grounding my work in service, restoration, and ethical responsibility.
I am the mother of three successful adult sons. Raising them required consistency, structure, accountability, and emotional growth. Their success reflects my long-term commitment to stability, responsibility, and breaking generational cycles.
